As the Election Commission of India (ECI) gears up to announce the dates for the 2024 Lok Sabha elections at 3 pm on Saturday, the enforcement of the Model Code of Conduct (MCC) will mark a significant shift in the country's political landscape. The MCC, enforced by the ECI, aims to ensure a "level playing field" for political parties and candidates during the electoral process.
Here's what will change once the MCC comes into effect:
1. Restrictions on Government Announcements: Ministers and authorities are prohibited from announcing financial grants or making promises thereof. Initiating projects or schemes, except by civil servants, is also restricted.
2. Ad-hoc Appointments: Prohibited to prevent influencing voters in favor of the ruling party.
3. Discretionary Funds and Official Visits: Ministers cannot sanction grants or payments from discretionary funds. Official visits cannot be combined with electioneering work, and the use of government resources for electioneering is strictly prohibited.
4. Use of Government Resources: Government transport, machinery, and personnel cannot be used to further the interests of the ruling party. Public places for election meetings must be accessible to all parties and candidates.
5. Accommodation and Campaigning: Government accommodations should not be monopolized by the ruling party or its candidates. Using them for campaign offices or holding public meetings is prohibited.
6. Avoidance of Partisan Coverage: Prohibits advertisements at the cost of public exchequer during the election period. Misuse of official mass media for partisan coverage of political news and publicity regarding achievements is strictly avoided.
Violation of the MCC may lead to enforcement through corresponding clauses in other statutes, including the Indian Penal Code, the Code of Criminal Procedure, and the Representation of the People Act. Additionally, the ECI holds authority to suspend or withdraw a party's recognition under the Election Symbols (Reservation and Allotment) Order.
